confusing behaviour of layout switching shortcut

Bug Description
When I try to set the layout switching shortcut in "Text Entry Settings..." to Left Shift + Right Shift, sometimes it sets to "Shift + Shift R" and sometimes — to "Shift + Next Group".
This might be a sign of some deeper flaw (keeping in mind that many other things do not work), but I’m not sure.
