Bug Description
Apparently anyone can read and activate notifications without being able to unlock the screen. With the effect of my missing notifications because they are already cleared.
I would expect that notifications remain until I actually see the respective app showing up.

Happens with greeter profiles, not marked for RTM, will probably get fixed whenever we sync from Vivid.
