Yes. Why does the power indicator display have to be decreed to users?
The mouse battery (along with any other battery besides the laptop) is irrelevant to me as well. By the current design, the "power indicator" on my laptop does not indicate the status of my laptop battery. While that seems like defective design to me, to someone else stubbornly displaying the laptop battery may seem like the wrong way to use a laptop.
Letting users set a static display option to override the default behavior would do the trick.
