Battery indicator shows full when charging, but it's not

Bug Description
In the phone, when I see the battery is discharged, I cotnnect it to the computer. In addition to the "charging" icon, the battery shows as fully charged but if you check sliding down the battery status, it shows it's still charging (for example, 48%).
If the cable is unplugged, the battery shows the right charge it currently has.

Apparently, when it's charging it only shows the battery full if the current charge is over 60%. Otherwise, when plugged it shows half the battery full (even when it's less than 50% charged)
