EPS: "Export to" and not "Save as"

Bug Description

The EPS output generation feature would be better put in an "Export to"
menu option, rather than the current "Save as" option.

When you "Save as" a given drawing, the new saved file becomes the working
file for Inkscape: all subsequent "Save" operations are done on it, and not
in the original SVG file. So, if one needs to export to EPS a drawing,
he/she should close the file after "saving as EPS", and re-open the SVG
file, in order to continue working on it.

On the other hand, when one "Exports to" a given drawing, the working file
remains the same; future "Save" operations will save the SVG drawing.

Other (simpler) approach would be not changing the current working file
after a "Save as" operation. But this does not seem to be very intuitive.

Yes This is really important when working on a work where svg cannot be
directly used (inclusion in LaTeX and Openoffice).

More over creating a working copy which is not re-editable (reopening PDF
or EPS is ou at least was not possbile). It could greatly improve the
ergonomy of the software.

Maybe proprieties of the document could contain the default format and
filename it would be exported to and then the exportation can be done with
a button to export it to this file without dialog.

Actually, the current behavior is acceptable to me. Although changing the working name of the file is usually not desirable, it is very easy to choose "Save As Copy," which will save the file without changing the working name.
