Proxy can´t be set globally

Bug Description

In Kubuntu you´re only able to set the proxy in the KDE control center for KDE apps, not for console ones or others like Firefox.
So I suggest this approach which works for all apps. There´s a new tab in the (k)ubuntu network settings where the user can enter the proxy, either manually or through a proxy config file (.pac) which is then parsed. Then the standard environment variables like http_proxy are set, and KDE is set to use them by default as well as firefox. Console apps like wget use them by default. To maintain the clean structure the proxy KDE control module can be removed. The same can be applied to gnome AFAIK.

I do not know how much work would be involved with this. KControl and System Settings is just for KDE apps that accept proxy settings. Each application has a different way of implementing proxy settings.

This aren't implemented in kubuntu 8.10 yet. In Ubuntu 8.10 you are able to set globally in proxy-settings. Is this planned to work under kubuntu 9.04 in kde 4.2 with kde kontrolpanel?
