I now have this exact same issue with KUbuntu 19.10.

Device Manager worked fine in KUbuntu 19.04 but then I upgraded to 19.10 (do-release-upgrade) and now get exactly the same hang of the kubuntu-driver-manager

The command "ubuntu-drivers" seems to report info ok
but installing reports an issue

$ sudo ubuntu-drivers install
Reading package lists... Done
Building dependency tree
Reading state information... Done

This is happening on my PC running on Kubuntu 19.10. Unlike the previous report, mine returns everything normally on the CLI, but nothing on the GUI.

I am testing the Plasma 5.18 beta and noticed this behavior. I have another 19.10 install that's at Plasma 5.17.5 and it is doing the same thing. The window loads and shows the "Collecting information about your system" message but doesn't get any further. I've left it open for 30 minutes and no change.
