This bug was generated automatically during my attempt to upgrade. I submitted bug 242703 manually, and all the action was there.
Feel free to mark this bug as a duplicate of 242703, or just mark it resolved and closed.

Synopsis: I had a bad locale configuration. It's amazing what that messed up: about 20 packages would not configure, and /etc/init.d/gdm would fail, and I'd have no X server.

I've toyed with the idea of some quick configuration checks during bootup, or at the start of automatic upgrades, but don't know if that's a feasible idea.

Anyway, thanks to all.
