Bug Description

With consent of Google we roll the GCP kernel in Bionic forward to be based on kernel version 5.0. This was provided as linux-gcp-edge before.

While not directly related, this requires changes to how xenial/linux-gcp is maintained. Until now this was done as a backport of the bionic/linux-gcp but as xenial/linux-gcp is supposed to remain at kernel version 4.15 it has to become a derivative of bionic/linux.
