Bug Description
[Impact]
Lenovo reported that a new OLED panel needs dpcd support to
change screen brightness.
[Fix]
Add the panel ID in quirk list to support dpcd control.
[Test]
Verified on hardware by Lenovo.
[Regression Potential]
Low
Upstream fix, clean cherry-picked.
Add an ID only affected on specific hw.
Unstable branch already got this patch.
