libnss-myhostname is missing

Bug #1571633 reported by Doug Neal

Bug Description

The libnss-myhostname package, and its corresponding entry in /etc/nsswitch.conf, has been removed between Trusty and Xenial.

This causes the command "hostname -f" to fail:

ubuntu@ubuntu-xenial:~$ hostname -f
hostname: Name or service not known

This can trip up automated provisioning that calls "hostname -f" early on and fails on a nonzero exit code (e.g., Vagrant does this).

this should be fixed in the seed, not via hacks in the build scripts ... please file it against the respective seed/meta-package
