lxc-starts fails with "Failed to create string" if overlay rootfs options set

Bug Description

If lxc.rootfs.options is set for for an overlayfs rootfs on a modern system (i.e. requiring a workdir), container creation fails with the error "Failed to create string" in the debug log.

Cause is a mindlessly simple off-by-one error: https://github.com/lxc/lxc/pull/4161 - hopefully simple enough to be SRUd?
