Hello Julien,
There is frontend to setxkmap called fskbsetting.
Author of this program made it for one of russian derivative of ubuntu: rubuntu office (this one based on 9.04 and LXDE).
Recently author placed source code on the runtu forum.
It was only with russian locale.
