Translations: please remove the source/tests/locale/ tree from the package

When scanning the import queue in Launchpad Rosetta for issues that need manual intervention, I found the following issue with the m4 package, which prevents a smooth import into Launchpad Rosetta and causes the Ubuntu Translation Coordinators to manually adjust or remove .po files.
Please remove the source/locale/ tree, as translating that stuff is completly useless and translation templates don't get created anyways.
This was tested with m4_1.4.
