Bug Description

Hello
speed of execution of reshape and chunk under Ubuntu version 20.04.2.

The execution speed of the "reshape" and "chunk" actions of the MDADM command is much too slow :(speed = 288K / sec).

The IOTOP command also indicates that the flow is very low.
There is nothing visible with the journalctl command.
It will take more than six hours to process a raid of 30 GB.

So probably a month if the raid is 4 TB!
In addition these commands have no effect
sudo sysctl -w dev.raid.speed_limit_min=50000 && sudo sysctl -w dev.raid.speed_limit_max=500000 && cat /proc/sys/dev/raid/speed_limit*
500000
50000

The problem is also visible in this french discussion: https://forum.ubuntu-fr.org/viewtopic.php?pid=22416407#p22416407

Please provide a solution.
