PC Express 3G (mobile broadband GSM) modems do not work

Bug Description

I have just tested 4 different GSM modems with the lastest development version of ubuntu (64 bit).
The computer is HP ZBook 15.
The modems which have the PC Express connector fail to work:

* Option GlobeTrotter Express 7.2
* Huawei E870 (3G Gold Express Card)

Both these modems used to work with previous ubuntu releases. (Until recently I have been using E870 on ubuntu 13.10 on this and other notebook. More in the past I had been using the Option modem.)

The Option card has the tag "works".
Huawei E870 has the tag " Works out of box" written there.

Hence it looks to be a regression in ubuntu 14.04 which prevents successfull use of these two cards.
I have tested them with both the ordinary kernel (3.13.0-8-generic)
and the latest mainline build (3.14.0-031400rc2-generic).
The problem is the same with both kernels.

The Huawei E870 modem at least shows the name of my operator in the NetworkManager menu (but fails to connect).

Fortunatelly, at least USB modems work. (I have two such modems.) Still, having the PC Express modems working would be usefull, particularly because with such a modem one has an additional free USB connector available.

It affects a non-essential hardware component (removable network card, camera, web-cam, music player, sound card, power management feature, printer...).
