/usr/sbin/ndb_mgm creates /usr/mysql_cluster even if other data_directory configured

Bug Description

Starting "/usr/sbin/ndb_mgmd" creates directory "/usr/mysql_cluster" even if other data directory was given in configuration file "ndb_mgmd.cnf". This file isn't found later on by "/usr/sbin/ndb" or "/usr/sbin/mysqld" plugin "ndbcluster", disabling ndbcluster altogether.

Also we shouldn't be trying to create things in /usr! Marking High.. needs testing/investigation.
