This bug did not have a package associated with it, which is important for ensuring that it gets looked at by the proper developers. For future reference you might be interested to know that a lot of applications have bug reporting functionality built in to them. This can be accessed via the Report a Problem option in the Help menu for the application with which you are having an issue. You can learn more about this feature at https://wiki.ubuntu.com/ReportingBugs.
For this particular issue, I think it is a misunderstanding of the process more so than a bug. When you get to step 3) in your procedure, you are browsing to a "folder that contains files", so no particular files will show up in the browse for a folder dialog until you select a folder. However, at that point, in the "Browse icons" list...you should see a list of the files. Does that make sense?
