Notification Icons don't show correctly at startup

Bug Description
Binary package hint: gnome-panel
On startup and resume from suspend, the network manager icon does not show. A place is left for it in the notification area but it is not there nor does clicking that area do anything (i.e. the icon is not just invisible, it's not there). killall gnome-panel restarts the panel and it shows fine after that. I am running gnome-do in docky mode and it could be related.
