We had a little discussion on the ayatana mailing list a few months back (forgive me for not going through the archive and finding the thread) about the usefulness of having a vpn option in the network manager applet.
In its place the users should just go edit connections>vpn and edit it from there. The rational is fairly simple and that is most users dont have vpn and it only adds an extra click to get to the vpn options anyway.
