nm-openvpn can't find ca.crt file when it's on a directory with a non-ASCII character

Bug Description

nm-openvpn don't work when the ca.crt file is in a directory with a non ASCII name :

 nm-openvpn[30376]: Options error: --ca fails with '/home/username/T%C3%A9l%C3%A9chargements/config-256bit/config/ca.crt': No such file or directory (errno=2)

It's working when ca.crt is in /home/username directory

surprisingly, no problem with the .opvn files which are in the same directory

"/home/username/T%C3%A9l%C3%A9chargements/" is the default download directory in french so it's can be a problem for some french speaking users.

NB : the " nm-openvpn[30376]: Options error: --ca fails with '/home/username/T%C3%A9l%C3%A9chargements/config-256bit/config/ca.crt': No such file or directory (errno=2)" is from the /var/log/syslog file
