Bug Description
The network-manager package (1.1.93-0ubuntu3) in xenial disables NetworkManager-
The issue was fixed in lp: #1430280 for vivid and lp: #1515446 for wily/xenial but it seems that the fix was reverted in xenial in version 1.1.93-0ubuntu1 of the package.
I've tried the patch from lp: #1515446 with the newer network-manager version and that seems to fix the issue again.

network-manager (1.1.93-0ubuntu4) xenial; urgency=medium
* Re-enable NetworkManager- wait-online. service for NFS and other remote FS
services, so they work with name resolution. This had been dropped by
mistake in the update to the new release. (LP: #1569649)
