clean up breaks/replaces and packages that are no longer needed

Any breaks/replaces for package moves that did not happen during the focal cycle can probably be dropped now as the upgrade path to groovy is focal only (same applies to the victoria UCA).

Sounds like a nice opportunity to clean up breaks/replaces for all core packages.

We no longer maintain neutron-lbaas in new releases so we won't making any changes for it for this bug.

Thanks Chris. All updates are now pushed to corresponding repos. ceph has a stable/groovy branch so I made that update since it was different than yours.
