Lighttpd's fastcgi and fastcgi-php mods should be enabled after install

Bug Description

When installing phppgadmin with lighttpd you get a 403 forbidden until fastcgi and fastcgi-php are enabled. Since these are necessary for phppgadmin, they should be enabled when phppgadmin is installed with lighttpd.
