Bug Description

After starting pidgin on Ubuntu 18.04, no tray icon appear even when "Show system tray icon" is set to "Always" in Preferences/Interface configuration.

1) lsb_release -rd
Description: Ubuntu 18.04.2 LTS
Release: 18.04

2) apt-cache policy pidgin
pidgin:
  Installed: 1:2.12.0-1ubuntu4
  Candidate: 1:2.12.0-1ubuntu4
  Version table:
 *** 1:2.12.0-1ubuntu4 500

3) Expected a Pidgin tray icon to appear in the top bar

4) No tray icon appears int the top bar
