Two empty files, build problem specific to ubuntu

Bug Description

There are two empty files in the pocketpc-sdk package :
/usr/arm-wince-pe/lib/libwinsock.a
/usr/arm-wince-pe/lib/libcoredll.a

In Debian, this two stub file are correctly generated, so I guess this is a build problem.

Without them you can not compile anything for the pocket pc target.

Confirmed on dapper with version 1.0.0-2
Debian has 1.0.0-4 which builds/installs fine.

I have asked for an exception to get 1.0.0-4 into Dapper. We'll see how that pans out.

Version 1.0.0-4 has been sync'd into Dapper which should solve this problem.
