Bug Description

Description: Ubuntu 12.04.1 LTS
Release: 12.04

Logging of what was occuring when IPv6 up events happened.

The log file, /var/log/ppp-ipupdown.log was appended to but nothing was there!

The attached patch fixes this - the same problem exists for ipv6-down too.
