top destroys readline's history-search-forward/backward

Bug Description

After running top (package procps Version: 1:3.3.3-2ubuntu3 on Ubuntu 12.10), readline's history-search-forward and history-search-backward commands on the bash command line do not work.

However, after running "less" on any file, the readline commands above work again.

This bug is a known Debian bug as well: Bug #666694 (http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=666694)
