How are you measuring the quality and what results are seeing?

I have the same problem after upgrading from Linux mint 14 to mint 15.
Shutter has been update to version 0.90 rev 1252

To reproduce :

1. make a screensot
2. Either edit the screenshot OR rename it

The image gets pixelised, as if the resolution had been decreased.

Fixed : somehow the quality setting for jpg in the General preferences pane went from 100 to 1. As I was updating my Linux Mint installation, I thought it could be a bug, but it's only a setting...
