Installing those files to /usr/share/doc would oppose the Debian policy 12.3 - https://www.debian.org/doc/debian-policy/ch-docs.html#additional-documentation

Adding symlinks in /usr/share/doc/libreoffice/* back to /usr/share/libreoffice/* would be allowed.
