snap refresh does not refresh all apps with pending updates

Bug Description
Firefox, which unfortunately is now a snap application, says it needs to update, but when I type
snap refresh, it does not see any application needing update, however, if I then specify firefox
it upgrades to the new version, snap refresh firefox.

Expected firefox and any other snap applications to update.
Said all snap applications were up to date even though firefox was not.
Wish you hadn't forced the use of snap for firefox, it pretty much sucks outright.

The snap command did not do what it should which is why I opened this bug with ubuntu-bug snap rather than ubuntu-bug snapd.
