can't set keyboard layouts in snap apps after upgrading to Kubuntu 23.04

Bug Description
After upgrading from Kubuntu 22.10 to Kubuntu 23.04, snap applications are only using "us" keyboard layout. Even if we choose a different keyboard layout, like "de" or "pl" - snap applications continue to use "us" keyboard layout.
Checked with the following snap applications - they are affected:
chromium 112.0.5615.49 2424 latest/stable canonical✓
firefox 112.0.2-1 2605 latest/stable mozilla✓
slack 4.31.155 69 latest/stable slack✓
Non-snap applications are not affected. The problem started to happen after upgrading to Kubuntu 23.04.

I found a workaround for this issue.
After booting, go to System Settings -> Keyboard -> Layouts. Change the order of keyboard layouts -> Apply. Then change again to your original layout order.
Magically keyboard layouts will work now.
