Starting squid takes a long time with big ACLs

Bug Description

The init script does `squid -k parse' at least 5 times, and when you have a big ACLs it can take more than a minute to start Squid.
It will be good to cache results of first run of the command.

This sounds like a reasonable request, but changes like this should probably be sent up to Debian.
