Bug Description
Ubuntu 15.04. Fully updated as of this writing. I installed system-config-samba from the repos to manage some samba shares. Upon installation, the "Samba" application icon never appears in the list of applications in the dash. I did however attempt to launch it via terminal as root, but what I got was this.

SystemError: could not open configuration file `/etc/libuser.
If I run "touch /etc/libuser.conf", then re-run system-config-samba as the root user, it opens the interface. Even afterwards, the application icon is no where to be found in the dash.
I also noticed the desktop file had this entry: Exec=gksu system-config-samba
However, gksu is seemingly not installed by default on 15.04.
