Unable to install texlive-base on a fresh 16.04 install:

$ sudo apt-get install texlive-base
Reading package lists... Done
Building dependency tree
Reading state information... Done

distribution that some required packages have not yet been created
or been moved out of Incoming.

 texlive-base : Depends: luatex (>= 0.70.1) but it is not going to be installed

Sorry, please complain to the Ubuntu maintainers.

This problem does not occur on Debian, and I am only running Debian
and have no access nor experience with Ubuntu.
