TexLive: ifpdf Name clash when using ecv

Bug Description

When I try to use ecv => \documentclass[english]{ecv}

I get an ifpdf Name clash error. Compiling using Kile.

Strange that the email responds did not work. Anyway the problem still persist. I believe there is a problem with the babel package. However, this time when I use pdflatex I am able to produce a pdf file even though I get an error.

I've added this line to my latex documents, and the problem did go away:

\usepackage{ifpdf}

I tried with that package and it did not work. It is a name clash and I can't see how including it again will solve.
