Bug Description

Binary package hint: tomboy

The licensing for tomboy is a mess. Of the files under the Tomboy directory, only the PrintNotes addin has any copyright headers (and these are GPL-2, not LGPL-2.1, which is missed in debian/copyright). Furthermore, libtomboy/tomboy*.{c,h} lack headers, and the debian/copyright file lacks the LGPL-2.1 preamble, and has ambiguous licensing for the uuencoded xpm files.
