Bug Description
Binary package hint: transmission
Using transmission 1.51 in Jaunty.
After setting maximum peers overall and maximum peers per torrent, transmission seems to ignore these settings.
In this case I have set maximum peers per torrent to 40 and added 2 new torrents.
What I expected to happen: no new torrent would be allowed more than 40 connected peers.
What happened instead: both torrents had 70-80 connected peers for the entire length of the download.
Setting the overall peers to 40 as well did not help.
