Please add Russian Antarctic research stations to tzdata.

They are:

AQ -6930+15923 Antarctica/Leningradskaya Leningradskaya Station, GMT+10

AQ -6944+07342 Antarctica/Druzhnaya Druzhnaya Station, GMT+5

Please mean that GMT data given are POSIX inversed.

* Are there sources and citations for these locations?
* Do they have Daylight Saving Time?
* How does the time shown on the wall at these stations differ from existing time zones, what is the history of the zone at each station, and how can it be verified?
