Upgrade from 12.10 to 13.10 still hangs. libc6-i386 resolved

Bug Description

I ran the following based on a suggestion from a friend who is also a SWE.
sudo apt-get update

sudo apt-get upgrade

sudo apt-get dist-upgrade

Notice that libc6-i386 was held back from the Distro upgrade.
Ran
sudo apt-get remove libc6-i386

After this the 3 first sudos ran clean. dist-upgrade showed no hold backs.
Can't identify what is still blocking the 13.10 install.
Trying to avoid wiping and fresh install.
