Restart services notification during Ubuntu GNOME release upgrade is hidden by default

Bug Description

Just as the title suggests, when performing Ubuntu GNOME Trusty -> Xenial release upgrades the notification in the terminal asking the user to choose whether or not to restart services is hidden from view (see screenshot) giving the appearance that the upgrade is frozen. So the user must know to click on the window title bar and drag the window upwards to reveal the full text.

Additionally the user must know to use the tab key to select yes or no and then press enter to proceed with the upgrade. It's important to realize that this occurs shortly after fetching updates is complete, so it's far enough into the upgrade that the user may have become distracted and may assume the upgrade is simply frozen.

IMHO the most ideal "fix" to this would involve removing this notification altogether and having the release upgrader make the wisest choice without the need for user input. I've performed repetitive tests this cycle and it really doesn't seem to matter if I select yes or no, it's just important to do one or the other so the upgrade can complete.

This flowchart is simply making to many wrong assumptions. Those being the logic is expectant that the end_user is an expert linux/ubuntu user. The end_result, that ubuntu expert users never use update-manager.This redundancy affects user_space.
