Upgrade from 15.04 to 16 fails with "(>= 1.0.10.2ubuntu2)' is not installed"

Bug Description

This just solved my issue:

* revert back to main Ubuntu server
* reinstall apt

from http://askubuntu.com/questions/765648/upgrading-from-15-10-to-16-04-apt-not-installed

The upgrade is running at the moment and has not finished yet.
