After update Keyboard and mouse interface are screwed up

Bug Description

1. Mouse double click stopped working. Had to go into Accessibility settings to get it back and still is not the same.

2. Keyboard is not accepting the first letter pressed after not being used for a minute or more. It is like the keyboard buffer has to "wake-up". Also keyboard response is very different.

Both my main keyboard and mouse are wired interfaces to the computer. I have tried my alternate, Wireless keyboard and mouse and both problems persist.
