software update procedure starts but gets blocked right at the beginning

Bug Description

After upgrading my ubuntu version from 18.04 LTS to 20.04.01 LTS, my pc isn't able anymore to make the ordinary upgrades.
They are still regularly propsoed, I launch them, but the process stops at the very first step, the packages not even starting to be downloaded.
