[SRU] Switch from Ask Ubuntu to Ubuntu Discourse for Primary Support

Bug Description
[ Impact ]
In the past, the Ubuntu Studio section of the Ubuntu Forums remained nearly silent. With that, Ubuntu Studio, with the encouragement of some community leaders, made the decision to consolidate primary support into the StackExchange-
In November 2024, due to the outdatedness of the forum software and the inability to properly update it, the time came to shutter the Ubuntu Forums and the decision was made to move the technical support to Ubuntu Discourse, which had previously disallowed all technical support. Now, there is a category dedicated specifically for technical support.

Ask Ubuntu is in a state of disarray and is only getting worse. StackExchange keeps changing moderation rules for the moderators, and the moderators are powerless to do anything. Additionally, they took away the OpenSSO ability, which disabled Launchpad-based sign-ons and accounts. StackExchange has been less than helpful in getting these accounts back or reenabling OpenSSO. This is highly problematic and, coupled with Ask Ubuntu's unofficial status, is part of the reason for this switch.
Currently, in the Ubuntu Studio menu, in the "Ubuntu Studio Information" category, there is an icon for "Ask Ubuntu." This icon needs to be switched to point to the "Welcome to Help and Support" post on Ubuntu Discourse, and a new icon needs to be added to point to the Ubuntu Studio category of the Discourse.
[ Test Case ]
In any supported Ubuntu Studio installation (as of this writing, 22.04, 24.04, 24.10):
* Open the menu
* Go to the Ubuntu Studio Information category.
Expected Result: Icon for "Help and Support" opening website to "Welcome to Help and Support" post on Ubuntu Discourse, and another icon for "Ubuntu Studio Community".
Actual Result: "Ask Ubuntu" Icon exists
[ What could go wrong ]
It is possible that the .desktop files are all wrong and that xdg-open just won't work, but this is what testing is for. Testing seems to work, and all signs point to everything working.
Initial community reaction asking about this change seems to be positive and welcome, however, we cannot account for everyone. Based on the feedback we've had so far, I'd consider negative reactions "edge cases".
