Activating an application through the indicators doesn't bring it to the foreground

Bug Description

Steps to reproduce:

* Open thunderbird
* put it to the background
* wait for an email to come in
* click the messages-indicator and select an email folder with the unread mails

=> Nothing happens visually (behind the scenes Thunderbird switches to that folder and actually even marks the mail as read, which causes me to miss mails quite some times)

Expected:

Thunderbird should come to foreground.

I can't reproduce the bug using Thunderbird 38.1.0 so you must be using an older version.

These issues have been partly fixed in bug #627195, but I think there have been some regressions recently (as per the gmenu-model switch)
