Ubuntu doesn't display lock screen while terminal context menu is active

Bug Description
Repro steps:
(1) Bring up a terminal window
(2) Right click inside the terminal window
(3) Context menu comes up
(4) Close lid to put laptop to sleep
(5) wait
(6) Reopen lid
Expected:
(7) Laptop shows lock screen
Actual:
(8) Laptop shows user session with open context menu
Notes:
(9) Closing the context menu through ESC or clicking away will transition to the lock screen
(10) Other context menus (chrome/launcher) do not display this behavior
(11) Potential security/privacy issue: involuntary disclosure
(12) Reproed on up-to-date Ubuntu 15.04
