Launcher covers non-focused fullscreen window

Bug Description

When an app is fullscreen on a monitor and you focus another app, the unity panel shows over the fullscreened app. This is annoying when using multiple monitors.

This is basically bug #748539, which was marked 'Fix Released' 3 years ago, but I can confirm this is currently an issue.

I noticed something weird.
Enabling workspaces(System Settings -> Appearance -> Behaviour -> Enable Workspaces) seems to solve the issue.
I have a dual monitor setup and when on of them is playing a fullscreen video, I can do anything on the other monitor without the unity bar overlaying the video.

For me, nothing is wrong at the beginning of a new session, but the bug appears after I have achieved a drag and drop action (in nautilus or firefox) and stays until I restart the session.
If I don't do any drag and drop action, the launcher doesn't seem to show over fullscreen apps.

I also can confirm that enabling workspaces fixes the issue on my computer (laptop with an external monitor).
