when switching between virtual desktop , the window with focus is moved

Bug Description
when I use unity and use the keyboard bindings to switch between virtual desktops (l re-mapped this to Ctrl-Alt arrow keys) the currently focused window gets moved to the virtual desktop that I am switching to this causes a frustrating experience when I am using the stock packages in ubuntu 22.04
to reproduce
*load some applications
* Use the keyboard bindings to switch to another virtual desktop
* You should see the currently focused application.
