Bug Description

Unity 3.6.2-0ubuntu1
After session start, it's possible to open a menu from the top panel, which makes it possible to quit Unity/Compiz (compiz just terminates). Too reproduce: log in and try to find the menu in the top panel without clicking anywhere else before (see screenshot).
